Major Liverpool development opportunity unveiled at MIPIM
Jim Gill, chief executive of Liverpool Vision, the city’s economic development company, has launched a major development opportunity in the heart of Liverpool’s Commercial District at the world’s largest property fair.
He was joined by Chris Oglesby, chief executive of Bruntwood at MIPIM (Marché International des Professionels d’Immobilier) on the Liverpool stand (Riviera Hall R27.18) on Tuesday, March 16 at 14.00 where he unveiled details of Pall Mall Exchange, which represents the next phase of expansion in the city’s business district.
Pall Mall Exchange is owned by the Northwest Regional Development Agency (NWDA) and is capable of delivering up to 41,000 sq m of commercial-led mixed use development.
Mr Gill said: “Pall Mall Exchange represents a fabulous opportunity to plan and develop an office campus of the highest quality, to leading edge environmental standards at the heart of a city centre with all the benefits which follow from such a superb location.
“Development of the site will allow Liverpool to secure large scale civil service or corporate relocations attracted by the City’s competitive cost base and overall quality of life.
“The strategic significance of the Pall Mall site is underpinned by strong public policy commitment. An outline masterplan has been embodied in a Supplementary Planning Document adopted by Liverpool City Council and the site is recognised as a Regional Strategic Site by the NWDA, giving priority access to public funding and support.”
In recent years the Liverpool’s business core has expanded into a new business address between Old Hall Street and Pall Mall built around the successful St Paul’s Square development.
In five years 71,000 sq m of new Grade A commercial office space has been built, over 132,000 sq m of existing space has been refurbished and over 198,000 sq m of space has been let. The final 11,000 sq m phase of St. Paul’s Square is under construction for completion in Summer 2011.
Businesses in the Commercial District can benefit by being a member of the Liverpool Commercial District Partnership (LCDP) which allows them to have a say in the management and continuing development of the area, and through Professional Liverpool Ltd, which promotes the interest of the financial and professional sector in the City.
Mr Gill added: “The continuing modernisation of the Liverpool’s building stock, and the completion of the St Paul’s Square development, have created a world class business destination and an environment in which business can flourish.
“Liverpool has significant attractions for developers and occupiers - access to a quality workforce, excellent public transport systems, strong links to a retail offer ranked in the top five in the UK, in a City of Culture, which, for quality of life, knocks the spots off other UK cities.”
Pall Mall represents a natural extension to St Paul’s Square. The bulk of the four hectare site is currently a surface carpark capable of accommodating up to 200,000 sq m of development. On Pall Mall itself, developer 30 Pall Mall Ltd has planning permission for 22,000 sq m of Grade A commercial office space.
Liverpool Vision and the NWDA are seeking a development partner for the Pall Mall Exchange site who shares their vision and confidence in the future of Liverpool’s new commercial core. The MIPIM announcement provides advance notice of the formal procurement process.
Liverpool comes to MIPIM for its ninth year, in one of the most important years in its long and illustrious history.
Having enjoyed a spectacular year in 2008 as European Capital of Culture, Liverpool this year will enjoy its status as the only UK city to have a dedicated presence at the World Expo in Shanghai.
